If you are referring to John 3:16, it's whosoever out of all. All the elect will be saved, so it wouldn't be whosoever out of the elect. The term "whosoever" is always limited by something. In the case of John 3:16, it's limited to those that believe.
Yes, it actually means the believing ones. John 3:16 is restrictive.
So do you see "God loves whole world" restricted to the Elect, or meaning actually all people?
I am different from most Calvinists here. I belive that God's love is for His elect only. The Lord has kind of a pity on the non-elect as well as hatred.
