is the "Whosover Wills" Promise To the Elect of God, or to ALL?

How many and where are they located in the bible? I can think of one in Rev 21, 22.
I say this because I think it may relative to the context in time in which they are used. This late one in Rev. being after the new heavens and new earth. That why I ask for others.
If you are referring to John 3:16, it's whosoever out of all. All the elect will be saved, so it wouldn't be whosoever out of the elect. The term "whosoever" is always limited by something. In the case of John 3:16, it's limited to those that believe.
Yes, it actually means the believing ones. John 3:16 is restrictive.
So do you see "God loves whole world" restricted to the Elect, or meaning actually all people?

It is not "restrictive." It is inclusive of whosoever responds in faith to the powerful appeal of the gospel, which calls all men to "be reconciled to God."
If a web site advertised, "Whoever enrolls will win a prize," would anyone assume that only certain individuals selected by the webmasters could enroll? Of course not. It would be understood that anyone and everyone was being invited to enroll so as to win the prize.
It is very clear from scripture that God loves all sinners, though he hasn't chosen to use us all for "noble purposes."

I am different from most Calvinists here. I belive that God's love is for His elect only. The Lord has kind of a pity on the non-elect as well as hatred.
Does the Lord have a double or a single Will?
Does he double predestined, direct elects both heaven/Hell?
Does God "hate" sinner, or the sin he does?
Those who believe as a subset of everyone.
Those who God has decreed/elected and enabled to be able to be those "whosoever wills?" subset?

And yet the offer stands to ANYONE who is willing to acknowledge their need for the grace and mercy of God offered to everyone.
Whosover will means just what it says. All are invited. However, those who respond do so by the electing grace of a merciful God who is grants salvation to those who do not merit it. All may come. And this is our message.

This is a contradiction. If only those who God has elected may come, but God has not elected all men, then all men cannot come.
