Joel is prophesying to the entire Church Age. Why do some say that the Baptism of the Holy Spirit and Gifts are not for today, when the apostles' doctrine and the prophet Joel declares that it is for the "last days." (Acts.2:17, 42 / Eph.2:20-22)
No he isn't. It was a partial fulfillment. Most of his message was directed right toward the Jews and is not applicable to us at all.
The prophecies in verses 19-20 were never fulfilled:
Acts 2:19 And I will shew wonders in heaven above, and signs in the earth beneath; blood, and fire, and vapour of smoke:
20 The sun shall be turned into darkness, and the moon into blood, before that great and notable day of the Lord come:
Peter was saying that these promises would only be fulfilled if Israel as a nation would repent. But we know they didn't.

Acts 3:19 Repent ye therefore, and be converted, that your sins may be blotted out, when the times of refreshing shall come from the presence of the Lord;
20 And he shall send Jesus Christ, which before was preached unto you:
21 Whom the heaven must receive until the times of restitution of all things, which God hath spoken by the mouth of all his holy prophets since the world began.
The same command as Acts 2:38 is given here--repent. It is likely that Peter is saying to the leaders of Israel that had Israel repented God's kingdom would have come to earth.

--The word "restore" here is the same word used in 1:6. Both times they anticipate the restoration of the kingdom to Israel.
Mat 17:11 And Jesus answered and said unto them, Elias truly shall first come, and restore all things.
--The concept of restoration parallels regeneration when it is used off the kingdom:
Isa 65:17 For, behold, I create new heavens and a new earth: and the former shall not be remembered, nor come into mind.
Isa 66:22 For as the new heavens and the new earth, which I will make, shall remain before me, saith the LORD, so shall your seed and your name remain.
What will this kingdom be like which will come after the Second Coming?
At the Great and Terrible day of the Lord?
Isa 65:17-25 For, behold, I create new heavens and a new earth: and the former shall not be remembered, nor come into mind. 18 But be ye glad and rejoice for ever in that which I create: for, behold, I create Jerusalem a rejoicing, and her people a joy. 19 And I will rejoice in Jerusalem, and joy in my people: and the voice of weeping shall be no more heard in her, nor the voice of crying. 20 There shall be no more thence an infant of days, nor an old man that hath not filled his days: for the child shall die an hundred years old; but the sinner being an hundred years old shall be accursed. 21 And they shall build houses, and inhabit them; and they shall plant vineyards, and eat the fruit of them. 22 They shall not build, and another inhabit; they shall not plant, and another eat: for as the days of a tree are the days of my people, and mine elect shall long enjoy the work of their hands. 23 They shall not labour in vain, nor bring forth for trouble; for they are the seed of the blessed of the LORD, and their offspring with them. 24 And it shall come to pass, that before they call, I will answer; and while they are yet speaking, I will hear. 25 The wolf and the lamb shall feed together, and the lion shall eat straw like the bullock: and dust shall be the serpent's meat. They shall not hurt nor destroy in all my holy mountain, saith the LORD.
Then, and only then, will he pour out his Spirit on ALL flesh.
