Yes, God loves the world. God loves His creation. We cannot think that angels are not loved. They are God's creation and God is love. But there are special objects of His love. Man was made a little lower than the angels, but he was crowned, not angels, with glory and honor. And Christ was sent in the likeness of the sons of Abraham, not angels.
Animals were brought into the ark, so they are also objects of His love. And His promise was never to judge the earth again with a flood. So the earth is an object of His love.
But the animals and the earth were saved for the sake of the special objects of His love, man. And more specifically, the descendants of Noah, and more specifically, Shem; and more specifically, Abraham; Isaac, Jacob, Judah; but ultimately, Jesus. He is the Beloved. Him, and His Children. The Elect.
The ark was prepared for Noah, but all were invited, because God loves all. That the world refused the call, shows that God's judgement was just. God did not sin by giving grace to Noah, and no other.
God did not sin by appearing to Abraham and making His covenant with Him, and no other.
And God did not sin by laying hold on Lot and pulling him and no other from the fire that rained down on Sodom.
And God does not sin by choosing few, though calling many.
God will have mercy upon whom HE will have mercy. And we do sin to say otherwise.
