    You are misunderstanding the word “sanctify”. It literally means to be set apart. In the context of 2 Thessalonians 2:13, Paul is explaining how the salvation occurs, not how the choosing occurs. We are sanctified (set apart) by God Holy Spirit which leads to faith in the truth. Peace to you
