1. First, choose who we are going to adopt. Of all the children in the world, we chose her. (Chosen in Him.)
2. Legally making the child ours by issuing a new birth certificate showing me as father. (At our new birth we become fully His.)
3. Making her our full and complete heir who, one day, well possess all we have. (Our glorification - the full realization of our inheritance in Him.)

But to satisfy what seems to be a question motivated by a Pharisaical attitude; the answer is - no He does not adopt the entire human race. The remainder of those not adopted are not technically destined for "hell" but are ultimately destined to be cast into the lake of fire in the state of eternal separation from God.
