The phrase “saving faith” is yours, not mine. However, if you wish to contend, try arguing with Paul: “For it is by grace you have been saved, through faith—and this is not from yourselves, it is the gift of God—not by works, so that no one can boast,” Eph 2: 8-9.My Comment: There is no such thing as “Saving Faith”. The term doesn’t exist. There is a “dead Faith” (James 2:19-20, 26). You could say there is a living Faith or a Working Faith, that is, a Faith that works in Charity (Gal 5:6), but not a “Saving Faith”. Faith Alone really doesn’t do anything by itself. You could use that term if you didn’t mean “Faith Alone”. As I’ve pointed out, the devils believed and had faith and trembled (James 2:19). Baptism IS stated. It is front and center. Acts 11:17 is referring back to Acts 10:47 which points directly to Baptism. In Acts 11:17, Peter repeats the same meaning that he said in Acts 10:47, “who was I, that could withstand God?” Acts 10:47 says “Then Peter answered: Can any man forbid water, that these should not be baptized, who have received the Holy Ghost, as well as we? These two phrases mean the same thing. You have to have Faith to be Baptized but Baptism is where the regeneration takes place. The power of Baptism comes from the side of Christ while He was on the cross (John 19:34). Water flowed from His side.
My Comment: 1-4 are all things you need to do before being baptized. Your list is right but Baptism is where you receive regeneration, not before. 1-4 are are part of preparation. Preparation is “teaching” in Matt 28:19. Remember Matt 28:19, “Going therefore, teach ye all nations: baptizing them in the name of the Father and of the Son and of the Holy Ghost.” Even preparation is done in God’s Grace but it is Actual grace, not sanctifying grace. Like many would say “ God does it all”. There is nothing you can do to acquire the grace of justification before justification. God does it all in Baptism!” This is why we baptize infants. Number 6 is perseverance. I agree.
You quote 1 Cor 12:13 to say water baptism does not save. This verse doesn’t have anything to do with the question of Water Baptism. This is saying that after you are baptized, you receive the Gifts and the Gifts are used as instruments of salvation. That’s all. Are you saying “all of the above” is baptism?

It is the "you" who is given in the behalf of Christ.Phillipians 1:29 For unto you IT IS GIVEN in the behalf of Christ not only to BELIEVE ON HIM, but also to suffer for his sake.
Who gave what to whom?
Philippians 1 :: King James Version (KJV)Unto you (the body of Christ at Phillipi) it is given not only to believe on him in his behalf (for his sake). Why is it given for his sake? That he might be glorified.
The context is faith given for the sake of Christ that the church at Phillipi might believe and thus glorify Christ. Faith given that the body might be edified by the knowledge of Christ.
It (faith as a gift) is given unto you, not you, the church at Phillipi, as the gift being given,
For unto you, the church at Phillipi, the object or receiver of the gift of faith.
Anything less does violence to the scriptures.,

the exact term may not exist, but I introduce you to Romans 12:3 “God has given to us the measure of faith”
Ie the exact amount of faith needed to believe the Gospel. It is the same measure of Paul, Abram, Moses, Calvin, Luther et al
