    I doubt that the person presents a public hazard, so the reason for incarceration is extinguished. As far as "punishment for the crime," what punishment? The OT had sanctuary cities in which one could flee less a revenge be taken upon them by others. The case of the others would be presented to the elders of the sanctuary city and if the person was not guilty, they could remain in the city, if not, they were put out of the city so the revenge could take place.

    Prison isn't punishment. It is a sanctuary city. A place in which those who did some crime can reside away from the public.

    If there is a public call for revenge, then she should stay in the city, if not, then she should be let out of the city.
