There are Six clear contextual factors that define the identity of "Mystery Babylon."
First, She is not secular government as she rides on the very symbols the bible uses to describe secular governments.
Second, She is identified with a current city that was at the time of writing ruled over the world - v. 17.
Third, In her all the prophets and apostles have fallen since the world began.
Fourth, she continues to exist up to the final "hour" before the second Coming of Christ.
Fifth, she is identified with the seven headed beast in an illicit relationship and her seat of power has always been and always will be with the current ruling world government.
Sixth, she is identified as "Mystery Babylon" rather than literal Babylon.
I believe she represents false/apostate religion beginning Cain and after the flood formed an illicit relationship with the first secular world government - Babel. Her seat of power always remains with a one world ruling government. False religion spread into all nations with the confusion of tongues at Babel and all secular governments have been religious governments. In Daniel's day she was in Babylon, then her seat of power moved to Media/Persia and then to Greece and at the time of John the seat of power had moved to Rome (Rev. 17:18). Afterwards, she clothed herself in the religion of Roman Catholicism as her continued seat of rule and reign over the world. was adopted by Roman Catholic Rome and has remained there until the 18th Century.
