Scriptural truth as testified to by a clear conscience before God and man. That is where anyone would find such an a clear idea testified to.
Notice the Apostle Paul's testimony of his clear conscience. If any desire to have his assurances, they need to have his conscience.

Act 24:16 And herein do I exercise myself, to have always a conscience void of offence toward God, and toward men.

Where does the Scripture state that you are to believe that you are presently in heaven and in a seated condition and "in Christ"??? If you take this "by faith" then what scripture commands you to believe that? You cannot claim Epheisans 2:6 as such a command as that is circle reasoning.

When one is born again and in possession of a clear conscience before God and man, I would believe the Holy Spirit would be the one to testify of the truth of being seated in heavenly places.

Why would you believe that and why would the Spirit bear witness to that if there is no Biblical command to embrace that "by faith"?????

I like the answer I have heard, that if the Bible says it one is simply to believe it.

Paul does not say in Ephesians 2:6 that it is a matter he accepts "by faith" but rather simply asserts it as fact whether a person believes it or not! So where does the Bible instruct us to accept it "by faith"????? Why would God tell you to accept "by faith" something that LITERALLY is false???

Heb 10:26 For if we sin wilfully after that we have received the knowledge of the truth, there remaineth no more sacrifice for sins,

HP: We are told by so many that not only do they sin everyday, but all their sins have already been atoned for in a literal forensic sense. How does one harmonize such a belief with the Scripture above?

Misuse of the quote that you gave!

Author of hebrews refererred to those who were tempted to go back to the "Old system" of OT sacrifices as a means/ways to be right before god, and he warns them to forsake jesusa as the messiah and ultimate sacrifice that came would mean going back to saved by law, which means going back a now dead system no longer in use!

So god describing the SIN of not believeing that Jesus was messiah, final and only sin sacrifice, trampling underfoot precious blood of Son of God..

refers to sinners staying lost, NOT even addressing the saints!
