California will vote for Biden, in any case, so picking a Californian won't help him win votes in the Midwest, the South, or the East.

I don't see how he can back out of that pledge. He'll find a female running mate. It may be Kamala Harris, Stacey Abrams, even Elizabeth Warren.
I suppose who ever he chooses will have her upside and downside. But the black community has made it very clear that they want it to be a black female.
Kamala Harris is clearly more qualified than Stacey Abrams. I guess maybe having a Californian on the ticket might be beneficial, after all.
Biden is from the East Coast (Delaware), so perhaps having a Californian as his running mate would help to "balance the ticket," so to speak.
