What exactly is wrong with the citizens of Texas?

Government goes from the voter up.

Seems to me that Texans get exactly what they deserve and is most likely the result of unresolved sin on the part of the citizens of Texas.

I don't see that it has much to do with Texas, per se.

It's a VA program. I believe they're federal. And VA officers are not elected officials.

I would also guess that there is no more unresolved sin in Texas than in any other state.

Apparently you have not been following FAL's belief that all problems are the result of unresolved sin.

Either the sin of the individual or the sin of ancestors such as parents or grandparents, etc.

Your lack of understanding obviously means that you have unresolved sin and will not be able to understand this topic until you repent of your sin.

Or else FAL can have someone come over to your house to beat you with a rod.

There are no federal states to draw federal people from. Federal employees come from the state where the federal office resides so it is an issue envolving Texans

Um...not...exactly. Federal employees may come from the state within which they reside; or they may relocate to another state. It all depends on where the Fed jobs are, and especially on those that want promotions going to where the promotions are available.

In this particular case, these thieves are local people "hired" by the VA to help take care of local vets. So in that regard, it's a Texas issue involving Texans.

No one applies for citizenship in Texas. The minute they take a job in Texas they are required to have a Texas drivers license, no grace period. That makes them from Texas whether they like it or not.
That means that they are employees from Texas working in Texas.

In the interest of fairness: I made an assertion about federal employees and state residency. Since I made the assertion, rather than challenge others to prove me wrong, I set out to determine the veracity of my assertion.

Most states have differing laws regarding residency requirements. Most, if not all, states require federal employees to pay state taxes for the state in which they work. All states have a residency exemption for military; but many states, *including Texas,* don't have such an exemption for federal employees. Whether the employee follows the rules for residency for the state in which they're working is another discussion.

Now, back to the topic ... which we're still waiting for clarification on, apparently.

Why does the article you linked to identify a bunch of people who took a small fee from the VA and/or the people they hired on to "assist" who ended up stealing from disabled veterans? Why does your opening line (quoted from the article) identify one of those people hired by the VA to manage funds for a disabled veteran, but ended up stealing from him?
