No He can't save those who reject His Son. God placed Laws into effect that must be honored by all of creation, even God Himself.
That is one of the most disturbing thoughts that I have ever read.
Your answer to the philosophical question “Can God create a rock that God cannot lift?” is “Yes, not only can He, but God has!”

Congratulations, you have invented the “married bachelor” … the innate self-contradiction. An impotent omnipotent God.

They were Gods chosen, I just showed you. The Called and Chosen 1 Cor 1

23 But we preach Christ crucified, unto the Jews a stumblingblock, and unto the Greeks foolishness;

24 But unto them which are called, both Jews and Greeks, Christ the power of God, and the wisdom of God.

25 Because the foolishness of God is wiser than men; and the weakness of God is stronger than men.

26 For ye see your calling, brethren, how that not many wise men after the flesh, not many mighty, not many noble, are called:

27 But God hath chosen the foolish things of the world to confound the wise; and God hath chosen the weak things of the world to confound the things which are mighty;

28 And base things of the world, and things which are despised, hath God chosen, yea, and things which are not, to bring to nought things that are:

So BF the question is who are the called in these verses?

1Co 1:22 For indeed Jews ask for signs and Greeks search for wisdom;
1Co 1:23 but we preach Christ crucified, to Jews a stumbling block and to Gentiles foolishness,
1Co 1:24 but to those who are the called, both Jews and Greeks, Christ the power of God and the wisdom of God.
1Co 1:25 Because the foolishness of God is wiser than men, and the weakness of God is stronger than men.
1Co 1:26 For consider your calling, brethren, that there were not many wise according to the flesh, not many mighty, not many noble;
1Co 1:27 but God has chosen the foolish things of the world to shame the wise, and God has chosen the weak things of the world to shame the things which are strong,
1Co 1:28 and the base things of the world and the despised God has chosen, the things that are not, so that He may nullify the things that are,
1Co 1:29 so that no man may boast before God.

So we know that both Jews & Greeks are called, in other words all people. Just as Christ told us He would do Joh 12:32 "And I, if I am lifted up from the earth, will draw all men to Myself."
He says He will draw all not just some as you seem to think BF.

But we have to ask how are men called?
Rom 1:16 For I am not ashamed of the gospel, for it is the power of God for salvation to everyone who believes,
to the Jew first and also to the Greek
.

So one is not saved by foolish things, weak things of the world, or even the base things of the world but by Christ Jesus and the gospel message.
