Well first, the high risk individuals should be allowed to decide for themselves whether or not they risk going out. But I'm not worried about carriers that have no symptoms. Maybe just have everyone wear masks for the time being.

I would also say that businesses that can reopen that don't draw crowds should be able to do that with sensible guidelines. Restaurants could space tables at a distance, servers could wear masks, etc.
There's no reason Walmart can be open but the mom & pop hardware stores must be closed.
Theaters and sports events could sell a reduced number of seats that were spaced at distances. As the pandemic ebbs these restrictions could be loosened.
Retail stores could have revised capacity numbers, have a gatekeeper at the doors to regulate the number of customers allowed in the store. Customers would need to practice safe distancing. Retail stores could stop people without masks from entering. Or provide masks at the door. I doubt people would go to stores to browse, most would likely have items in mind and go in and buy and exit quickly.
I'm sure most businesses have already come up with policies that would work.
