No, this was a caucus. The Democratic party of the state ran it, just like the Iowa GOP ran theirs. I have heard others say that the caucus system is archaic and a throwback to the times where travel was hard and results always poured in this slow.
They ought to have know well how to run this caucus but what happened is they used some app they made. So what if Bernie really won, Iowa doesn't mean all that much and the NH primary is just a week away. I still don't believe the DNC will allow that guy to be their nominee, they will change their own rules to stop him. But they do want his voters to support their choice and they will walk a fine line to do so like they did last time. He got a sweet lake home out of it.
