Look at Sammy Gravanno. They gave him a lighter sentence to go after Gotti. After Gravanno got out, he opted out of the witness protection program, then moved to Arizona where he started a drug ring. He's only guilty of 19 murders. He even wrote his own book about life in the Cosa Nostra. He got a slap on the wrist for 19 murders, a million dollar book deal, and resumed his life of crime. You can't legislatively make people moral but the only thing you can legislate IS morality (defining right and wrong).
