I charge you in the presence of God and of Christ Jesus, who is to judge the living and the dead, and by his appearing and his kingdom: preach the word; be ready in season and out of season; reprove, rebuke, and exhort, with complete patience and teaching. For the time is coming when people will not endure sound teaching, but having itching ears they will accumulate for themselves teachers to suit their own passions, and will turn away from listening to the truth and wander off into myths. As for you, always be sober-minded, endure suffering, do the work of an evangelist, fulfill your ministry. 2 Tim 4:1-5
Doing the work of an evangelist is in the context of his preaching the word to the church. Further, Paul goes on to say:
"For the time is coming when people will not endure sound teaching,"
This again is in the context of the church.
The use of evangelist means to preach the good news. It says to "do the work of an evangelist" meaning preach the good news. All of this is in the context of his role within the church. It in fact does not refer to the office but to the act. Further, it supports my original claim.
I personally don't see that in Acts.In the early NT church, the pastor was one part of a team of elders.
The primary role of a pastor is to shepherd the flock; to watch, care, protect, and guide.

The context is pretty plain. Paul was instructing Timothy to continue evangelism even though he was now a Bishop and not an evangelist.

Time in The Word and Prayer. Those are the responsibility of all believers. I think the pray, study, preach mentality is who so many churches are in demise or stagnant. Further, what statement of Paul in that chapter makes it a primary role of the pastor? The pastor has two primary roles in the church that should never be interfered with and that is time in the word and its delivery and prayer. There are a lot of roles the pastor has in the church. But those are the only two primary roles.
*note- all pastors should be as anyone else and be ready to give an answer to anyone who asks the reason for the hope that is in us with meakness and fear.
