Raffles at church?

So here is the latest. Ga code defines unlicensed raffles as commercial gambling. Only legal non profits can obtain a license. The pastor was fine with the raffle, so long as he had the cover of "people in the church, not the church are running it.". When confronted with "There is a commercial gambling operation running in the church and to make it legal, the church will have to apply for the license in THE CHURCH name under its 501c3, he decided it probably best to shut it down.
