It doesn't: it's an Iranian term particular to that region of the world whose races are predominantly brown in colour and has become a shorthand for places where brown, predominantly but not exclusively, Muslims live. It has become a racial slur.

Don't see how it is a racial slur. Islam is not a race, it is a religion. What race are "brown coloured Muslims"?

The addition of -stan onto a place name means there are a lot of Muslims living there. There is no racial connotation involved. If you were to really stretch it I suppose it could be considered denigration of the Muslim religion, but that would be really stretching it. There are several countries ending in the -stan suffix, most notably Pakistan. Are they racial slurs?

Besides Pakistan, there is Uzbekistan, Kazakstan, Tajikistan, Kirgistan, and Kurdistan. So, in the American mind -stan for a Muslim predominate geographic area is much the same usage as Japantown, Chinatown, Little Saigon, or Little Manila.
