So, would taking national security calls on your cell phone at the dinner table in a public setting be "not acting presidential"?

I would rather ask what is the COTUS plan that would replace Obamacare -

10TH AMENDMENT! Since the COTUS does not address health care -it is then the responsibility of the State or Commonwealth. If a jurisdiction does want to provide it - they would be under no obligation to do so.

The National Security Adviser and the President's top adviser were called over to the "meeting" on the patio at Mar-a-Lago and examined documents regarding North Korea launching a ballistic missile. Phone calls were made. I think it's a safe assumption that the material discussed was not for public consumption. Sheesh! Are you willing to rationalize ANYTHING?

The fact that people with phones were illuminating the documents being read would be an easy opportunity to video tape the whole thing, getting pictures of the documents and recording of the conversations on your phone! Wow.
