Who is willing?

None, in and of themselves ( Romans 3:10-12 ).

Who will believe?

Those that are ordained to eternal life ( Acts 13:48 ), already His sheep ( John 10:26 ), given the gift of belief ( Philippians 1:29 ), given to the Son by the Father ( John 6:64-65 ), been subjected to the work of God in making them believe ( John 6:29 ), foreknown, predestinated, called, justified and glorified ( Romans 8:29-30 ), chosen to salvation ( 2 Thessalonians 2:13-14 ), chosen and caused to approach Him ( Psalms 65:4 ), declared righteous by Him ( Romans 8:33 ), those who were chosen in Christ before the foundation of the world ( Ephesians 1:4-5 ), etc.

There's far more to it than the passages you're posting, sir.
There's a reason why men believe.
starts with verse 8 Faith,

Why one one believe in something without Faith.? I do not believe The Braves will win the World Series this year

We all receive God's mercy because we do not receive the punishment what we should.

God gives use thye gift of Faith to exercise, which s actually Grace

Grace , getting what you do not deserved, Salvation, and Heaven is extended to those who exercise Faith.

The Holy Spirit draws the sinner to Jesus, Jesus blood allows us to know God.

The Holy Spirit convicts us of our need and that Jesus is the only way that need can be satisfied.

The Trinity is a Triune Being with three Persons in perfect unity/harmony. The Father gave to the Son a # of ppl that no one can # to redeem. He bore their sin upon Himself and He died for them. And yet you say the Spirit will draw everyone? You have a Trinity that is not harmonious

Grace is not faith. Grace is unmerited favor that once received, faith is then exercise. But faith and grace are not the same thing.

Because God causes it.
Sinner call for repentance. before believing on Jesus, Many people ask for forgiveness because of a guilty conscience .which the Holy Spirit reminds us of our need. But they never ask for Jesus, choosing to believe in another way.

Jesus stands at the door and knocks, waiting to be invited in, He does not cause you to invite him

You say that by God's grace, all men do.

Do you believe His words?
Faith is given , as the gospel is given, Some hearts do nit care to use it.
Look at the parable of the sower

Grace is an attitude of God towards sinners, faith is a gift.
Faith is the "vehicle" that carries a child of God through this life and onto the next.


" who are kept by the power of God through faith unto salvation ready to be revealed in the last time." ( 1 Peter 1:5 )

I have, many times.
3/4 of the people who believed in the parable, were tares, and thought that they believed on Christ. :Sick
false teachings being planted instead of the Gospel,

look at the soils, which are a taupe of the hearts some bring fruit, some don't. God does not force bad soil to receive the Gospel

Ultimately Grace does not come to those who do not exercise faith. They are still bound for Hell

Again, that is works, not grace.
Performing an action to gain something, makes the object of the gaining a reward, not a gift.

That if thou shalt confess with thy mouth the Lord Jesus, and shalt believe in thine heart that God hath raised him from the dead, thou shalt be saved.

Rom 3:3
For what if some did not believe? shall their unbelief make the faith of God without effect?

Is atonement limited because of non belief?

Believing from the heart is not a work, correct! Yes and amen. Yet, the unregenerate have hearts that hate Him.

Those who live according to the flesh(in proper context these are the lost folk) have their minds set on what the flesh desires; but those who live in accordance with the Spirit(in proper context these are the saved folk) have their minds set on what the Spirit desires. The mind governed by the flesh(the lost) is death, but the mind governed by the Spirit(the saved) is life and peace. The mind governed by the flesh(the lost) is hostile to God; it does not submit to God’s law, nor can it do so. Those who are in the realm of the flesh(the lost) cannot please God. You(the saved), however, are not in the realm of the flesh but are in the realm of the Spirit, if indeed the Spirit of God lives in you. And if anyone does not have the Spirit of Christ, they do not belong to Christ.[Romans 8:5-9]

So we see the two sorts of ppl in the world...

The lost and the saved
The unregenerate and the regenerate
The goats and the sheep


The lost, in their fallen state, are hostile(hate) towards God. In this fallen state, they will not come to God because they hate Him. That is why it is imperative for God to unilaterally move and quicken them to life. In this quickening, faith and repentance are also given, are then exercised, and they are saved. It's all of God from start-to-finish.

He is telling the church at Rome that Israel had been entrusted with the very word(oracles) of God and they went off the rails and into idolatry many times. He is using this as a warning to them to heed to what the word says.

There was no church at Rome, then

but Israel did have an advantage of knowing God's word.
