Well, not really. If you read the article it says that a draft proposal, or a call for proposal to vendors has been written to see who wants to bid on the contract to supply 4 million cards for 5 years, just in case there is an executive order declared that would legalize illegal immigrants.
If you continue reading the article you get this statement, out of thin air:
One estimate suggests 34 million cards will be printed in total.
But if you keep on reading the "article" you see this:
An official from the government agency told MailOnline on Monday a plan was developed "in case the president makes the move we think he will," even though the agency's Document Management Division isn't yet committing to buying the materials.
Another official cautioned the plan was only a "contingency" in case immigration reform legislation passes in Congress, stressing it wasn't in anticipation of an Obama executive order.
Ahhh...so the US has not ordered any green cards, much less 34 million green cards. There is a contingency call out to vendors to possibly print 4 million cards per year should an immigration reform bill be passed.
