To me, it means exactly what you say that it doesn't.
We as believers are being conformed to the image of His holiness, righteousness, and faithfulness through the power of His Spirit within us.
This takes a long time, but that image will be complete when we see our Saviour and we get our glorified bodies.
Until then, we can and do still sin...
But we are no longer slaves to it ( Romans 6 ).
Where you get the idea of the other I do not know, but it isn't from these:
" Therefore, brethren, we are debtors, not to the flesh, to live after the flesh.
13 For if ye live after the flesh, ye shall die: but if ye through the Spirit do mortify the deeds of the body, ye shall live.
14 For as many as are led by the Spirit of God, they are the sons of God." ( Romans 8:12-14 ).
" For he hath made him [to be] sin for us, who knew no sin; that we might be made the righteousness of God in him." ( 2 Corinthians 5:21 ).
" Now the works of the flesh are manifest, which are [these]; Adultery, fornication, uncleanness, lasciviousness,
20 idolatry, witchcraft, hatred, variance, emulations, wrath, strife, seditions, heresies,
21 envyings, murders, drunkenness, revellings, and such like: of the which I tell you before, as I have also told [you] in time past, that they which do such things shall not inherit the kingdom of God.
22 But the fruit of the Spirit is love, joy, peace, longsuffering, gentleness, goodness, faith,
23 meekness, temperance: against such there is no law.
24 And they that are Christ’s have crucified the flesh with the affections and lusts." ( Galatians 5:19-24 ).
The flesh is dead...
We no longer live the rest of our lives in the body, chained to the lusts of it.
Though we stumble into sin, we get back up, repent and go on...
Knowing that our sins are paid for, and that He will deliver them from even the power and presence of it, someday.
