20 But know this first of all, that no prophecy of Scripture is a matter of one’s own interpretation,
21 for no prophecy was ever made by an act of human will, but men moved by the Holy Spirit spoke from God.
All scripture was revealed in this prophetic manner therefore this pertains to all scripture.
John 16:13 (NASB95)
13 “But when He, the Spirit of truth, comes, He will guide you into all the truth; for He will not speak on His own initiative, but whatever He hears, He will speak; and He will disclose to you what is to come.
Now notice:

21 But examine everything carefully; hold fast to that which is good;
1 John 4:1 (NASB95)
1 Beloved, do not believe every spirit, but test the spirits to see whether they are from God, because many false prophets have gone out into the world.
Not for any inadequacy of the Holy Spirit but that of human perception / understanding / gullibility.
So how do we test the spirits?
Acts 17:11 (NASB95)
11 Now these were more noble-minded than those in Thessalonica, for they received the word with great eagerness, examining the Scriptures daily to see whether these things were so.
