Children say all the time that they cannot. What prevents them is themselves. It is their own dislike for the job that they have been given that keeps them from doing what everyone else does. They can’t do their own school work. It’s too hard. But lots of children do it. Some without complaint.
God has given mankind the ability to respond to Him.
Genesis 4:7
If thou doest well, shalt thou not be accepted? and if thou doest not well, sin lieth at the door. And unto thee shall be his desire, and thou shalt rule over him.
But quite often, our own desires prevent men from believing what their ears take in. The sound waves shook their ear drums, but what shook their ears didn’t shake their hearts and minds. They are dull of hearing. God’s words are not important to them.
Matthew 13:15
For this people's heart is waxed gross, and their ears are dull of hearing, and their eyes
they have closed; lest at any time they should see with their eyes, and hear with their ears, and should understand with their heart, and should be converted, and I should heal them.
