Well, does it? It does mean all living humans, hence, world... Man chooses to be saved or not, as the Spirit draws.
Yes it means what it says. The world in totality.
The word "choose" is not used in the Gospel of John however.
The operative words are "come"/"believe".
Come to the light. Believe in the Son of God.
Every man which comes into the world is given enlightenment
John 1:9 That was the true Light, which lighteth every man that cometh into the world.

17 For God sent not his Son into the world to condemn the world; but that the world through him might be saved.
18 He that believeth on him is not condemned: but he that believeth not is condemned already, because he hath not believed in the name of the only begotten Son of God.
