Yes. It's very common. We, by nature, don't understand two things: The holiness of God, and the sinfulness of man. If we did we would be amazed not that God didn't save all, but that He saved any.

I am not saying that He did anything like that, but what is worse, to have no eyes or to be cast into Hell? God uses apparently crazy things to bring about His plan. Have you read the OT? :)
