The difference is that the Republicans were in the Trump administration the first time around were not radicals. The second time around those who were the guardrails would not be a part of a Trump administration. Instead, it would be chockful of National Conservative radicals who lust for power and, if gained, refuse to give it up willingly. Some Trump supporters can bury their heads in the sand all they want about Project 2025, but it is those associated with Project 2025 who would fill a second Trump administration. Look who Trump admires as leaders - Putin, Orban, Kim Jong Un.

Trump's point was actually that Biden and then Harris cannot deal on the world stage (they are not equipped).
And Trump has criticized project 2025 (most Republicans have).
Harris has also said Trump will ban abortions (something some Republicans would like, but something Trump will not for- his platform is keeping it at the state level).
