What is the source for this assertion?

I have always understood that Hubble observed that galaxies are moving away from each other, but NOT at a constant rate relative to earth. They appear to be moving at different velocities.

I believe Aaron was talking about how the expansion is uniform in direction, and there does not appear to be any central point from which this expansion originates.

There is no center only when assuming an unbounded and isotropic universe, but that is an assumption only.
