Since ther is no mandate, it looks like that 23 million(if accurate) would be mostly people that don't want to buy insurance in the first place.
But this only the first step. We'll see what the Senate does to the bill.

I have sympathy. I simply do not believe Trump care will cause his wife to lose coverage. It remains to be seen. The information I am hearing says it will not cause her to lose coverage. Time will tell.
Have you read the latest edition of Military Times....... More cuts to Vets, Abandon the severely disabled, injured (stealing payments to veterans barely making ends meet). And this is not what Trump campaigned on. Then 23 Million affected by Trumpcare...again, not what he campaigned on.
The Israelis I work for continue to say that the USA is now a 3rd World Country. That always used to upset me. Now I'm beginning to agree with them.
Well, all I have to do today is see his mistreatment of Vets. I can see it coming.
The point is, we don't know. EWF and his wife don't know either. I'll bet this is costing them and a lot of the other 23 million sleepless nights. And that, in and of itself, is heart-sickeningly cruel and morally abhorent.
Why will those people be uninsured? Do you know the details of that or are you taking a broad brushed figure and using it to make something look bad. Give us some details of exactly how and why these people will be uninsured.

Yep I am quite sure that will be a big part of it. If someone is going to throw these big numbers around as evidence of something good or bad then maybe they should also be able to articulate the details of it as well.
