not in these verses. It tells the reason they left the Jews and went to the Gentiles who were glad to be included in salvation
Act 13:47
For so hath the Lord commanded us, saying, I have set thee to be a light of the Gentiles, that thou shouldest be for salvation unto the ends of the earth.

= God is a bully? How about God mercifully regenerates the elect and they believe the gospel when announced?
How about the opposite?, all are condemned , God has offered pardon to any who believe.
If He wanted to chose a few, He never would have condemned all of us

If we have received the grace of God in our hearts, its practical effect has been to make us God's servants. We may be unfaithful servants, we certainly are unprofitable ones, but yet, blessed be His name, we are His servants, wearing His livery, feeding at His table, and obeying His commands. We were once the servants of sin, but He who made us free has now taken us into His family and taught us obedience to His will. We do not serve our Master perfectly, but we would if we could. A commandment to the Hebrews is not the same. A commandment to the saved is not the same as what we are discussing... a command to the lost to believe

Also if everyone is already totally depraved why would anything have to be hidden from their eyes as a consequence?
God doesn't want anyone on earth to sin again RIGHT NOW. He commands all not to sin. God is not a LIAR about his wants and desire.
