You are describing human will, which is influenced by many factors.
When a person is confronted with several alternatives, they will chose the option they desire the most at that moment in time.
Can we agree on that?

Not necessarily. They may desire to run away from danger,eg a fire, but will run into the fire to save someone.
That is free will in action. Making a choice between different possible courses of action
And that is why when presenting the gospel message to a group some will choose to reject God and others will choose to trust in Him.
