Romans 9 and Calvinism

Could you explain to me rom. 2 versus 28 and 29
First off I was discussing Galatians 6:15-16. Not Galatians 4:26-31.
26-28, ". . . But Jerusalem which is above is free, which is the mother of us all. For it is written, Rejoice, thou barren that bearest not; break forth and cry, thou that travailest not: for the desolate hath many more children than she which hath an husband.
Now we, brethren, as Isaac was, are the children of promise. . . ."

Verse 26, as I understand it, are the believers who have lead the now live believers to our faith in Christ.
Verse 27 , is a prophecy, about this, Isaiah 54:1.
Verse 28, that as Isaac was a child of promise, so are we, Galatians 3:29, "And if ye be Christ's, then are ye Abraham's seed, and heirs according to the promise."
