One cannot from a heart that is corrupt and evil proclaim that which is righteous.
Only a changed heart will bring righteous confession.
Jeremiah 17 did not change when the gospels were written.

The heart is more deceitful than all else
And is desperately sick;
Who can understand it?

I, the LORD, search the heart,
I test the mind,
Even to give to each man according to his ways,
According to the results of his deeds.
Perhaps you can find a verse that states a man can change their own heart from corrupt to righteous so that what is expressed as belief from that deceitful desperately sick heart might gain God's attention that perchance in some unknown measure of self righteousness, the confession will be seen by God as salvation.
Do you not recognize that before there is a verse 10 there is a verse 8?
Romans 10:
6But
the righteousness that is by faith says: “Do not say in your heart, ‘Who will ascend into heaven?’ ”
b (that is, to bring Christ down)
7“or ‘Who will descend into the deep?’ ” (that is, to bring Christ up from the dead).

what does it say? “
The word is near you; it is in your mouth and in your heart,” that is, the message concerning faith that we proclaim:
9If you declare with your mouth, “Jesus is Lord,” and
believe in your heart that God raised him from the dead, you will be saved.
10For it is with your heart that you believe and are justified, and it is with your mouth that you profess your faith and are saved.
11As Scripture says, “Anyone who believes in him will never be put to shame.”
12For there is no difference between Jew and Gentile—the same Lord is Lord of all and richly blesses all who call on him,
13for, “Everyone who calls on the name of the Lord will be saved.”
Do you not understand that previous to the confession and the belief "
The word is near you; it is in your mouth and in your heart," ?
Do you not see that WORD has made a change in the very core of that person?
Do you not understand 1 Corinthians 12:
2You know that when you were pagans, you were led astray to the mute idols, however you were led. 3Therefore I make known to you that
no one speaking by the Spirit of God says, “Jesus is accursed”; and no one can say, “Jesus is Lord,” except by the Holy Spirit.
For one to proclaim of their own strength that which only can be righteously proclaimed by the strength of the Holy Spirit working to change and in a changed heart is NOT salvation. It is such as lead astray by mute idols of this world, and the wickedness of this world.
Find some verse, somewhere in the Scriptures that supports your view.
If you can't find some Scripture proof, then it would be appropriate for you to examine from were the actual lie resides to design deceitfulness.

Luke 11
33“No one, after lighting a lamp, puts it away in a cellar nor under a basket, but on the lampstand, so that those who enter may see the light.
34“The eye is the lamp of your body; when your eye is clear, your whole body also is full of light; but when it is bad, your body also is full of darkness.
35“Then watch out that the light in you is not darkness.
36“If therefore your whole body is full of light, with no dark part in it, it will be wholly illumined, as when the lamp illumines you with its rays.”
Matthew 7
5“You hypocrite, first take the log out of your own eye, and then you will see clearly to take the speck out of your brother’s eye.
Luke 11
13“If you then, being evil, know how to give good gifts to your children, how much more will
your heavenly Father give the Holy Spirit to those who ask Him?”
I would challenge that you would say the above verse is impossible, That God would never give the holy spirit to one who is evil and asked for it.
Matthew 12
33“Either make the tree good and its fruit good, or make the tree bad and its fruit bad; for the tree is known by its fruit.
34“You brood of vipers, how can you, being evil, speak what is good? For the mouth speaks out of that which fills the heart.
35“The good man brings out of
his good treasure what is good; and the evil man brings out of
his evil treasure what is evil.
36“But I tell you that every careless word that people speak, they shall give an accounting for it in the day of judgment.
37“For by your words you will be justified, and by your words you will be condemned.”
Jesus says “Either make the tree good and its fruit good, or make the tree bad and its fruit bad.
Good man brings out of his good treasure, Evil brings out of his evil treasure. Your not just one or the other if you were you would never sin.
Why does Jesus have to point this out? Because Jesus was being accused of doing GOOD without the capacity of doing Good.
24But when the Pharisees heard
this, they said, “This man casts out demons only by Beelzebul the ruler of the demons.”
The same line of argument you would use against anyone unlike your faith, not chosen by your standard, who is a reprobate.

26“If Satan casts out Satan, he is divided against himself; how then will his kingdom stand?
The pharisees, just like you, believe they alone have the capacity to do what is right, And that God only gave them this capacity.
The pharisees are still around today, I bet you can't spot them. Who are these self-proclaimed chosen who believe no one else is capable of doing good?
Ezekiel 33
14“But when I say to the wicked, ‘You will surely die,’ and he turns from his sin and practices justice and righteousness,
15if a wicked man restores a pledge, pays back what he has taken by robbery, walks by the statutes which ensure life without committing iniquity, he shall surely live; he shall not die.
16“None of his sins that he has committed will be remembered against him. He has practiced justice and righteousness; he shall surely live.
This should be the final nail in that coffin. God can tell you to your face, YOU ARE WICKED and Will surely be damned. Its not fake wickedness, You are actually evil. Yet he restores, pays back, walks the right way, he is saved.
Read this VERSE as slow as you can, Catch the beginning.
10“Now as for you, son of man, say to the house of Israel, ‘Thus you have spoken, saying, “Surely our transgressions and our sins are upon us, and we are rotting away in them; how then can we survive?”’
11“Say to them, ‘As I live!’ declares the Lord GOD, ‘I take no pleasure in the death of the wicked, but rather that the wicked turn from his way and live.
Who ever you have disqualified in mind, rotting away in their sin, How can they be saved?
God is GOOD and takes NO PLEASURE in the death of the wicked, it is ON THEM to turn from his way and live.
