Your point of view is daft. You have failed to establish that The Holy Family did anything illegal
or there was documentation in ancient Rome
or that it was important that Rome did not extend citizenship to conquered nations.
Both Israel and Egypt were provinces and there is no evidence from you that Roman subjects could not go from province to province.
