I doubt Trump wants Canada to be the 51st state. Reading comments from his administration, none of then believe he wants Canada. Reading Trump's own comments I doubt he does.
Trump says things to create a reaction. He barks loudly. Had you ever read Trump's own words about negotiation you would have known this.
His philosophy (he has repeatedly said and written) is to demand something outlandish to increase the chances of getting more than you expected.
An example would buying a car with a good purchase of $50,000 but priced $60,000. You give them a purchase price you know they will not (cannot) meet. You say "$30,000" and go up slowly. You end up paying $45,000. You "win".
Trump is all bark. This has served well in many (actually most) cases. It did not with Iran.
Only a Canadian would think Trump (or the US) wants Canada as the 51st state.
Yes I know that President Trump is all bark and no action. I have read his book.
His over the top comments and actions with Canada has had just the opposite effect from what he wanted I am sure. He continues to say the US needs nothing from Canada so we took him at his word. Why do a trade deal with someone that wants nothing from you? So we have turned to those that want what we have and are willing to pay for it.
What I hear from you is that we should expect Trump to be lying all the time. That is not something that I would be looking for in a trading partner.
You would be so lucky to have Canada join the US. But we have looked at your system and rejected it.
