I was referring to "empire" like the Roman Empire, Ottoman Empire, etc. The US is not an empire along that line.

I use the term "superpower" to mean what you call "empire".

But yes, using that deginition the US, UK, Russia, Turkey, China, India and France are "empires". They all maintain foreign military bases propitiational to their size.

That is not true. China and Russia and India do not maintain foreign military bases like we do. We have over 850 and that probably an old number. Russia China India do not do that. Its the US that installs them all over the world close to 1000. Russia, China and India do not do that.
