Having a sinful nature is not the same as being a sinner which requires the actual act of sinning
As I see it, having the propensity to sin is indeed not the same as actually committing it.
But the problem is, God has already declared that there is no such thing as a person who has not sinned.

Since the Lord knows all and sees all, He has declared this:

" For [there is] not a just man upon earth, that doeth good, and sinneth not." ( Ecclesiastes 7:20 ).
" What is man, that he should be pure, or one born of woman, that he should be righteous?" ( Job 15:14 ).

Romans 3:10-18,
Romans 3:23.
Psalms 51:5.
Proverbs 20:9
Job 25:4
1 John 1:8-10.
Jeremiah 13:23.

Many more.
if young children, say, for the sake of argument, under 2, have not "done nothing wrong", then they are not actual "sinners", and when they die, will go to heaven.
even 0-2 year olds?
" Do ye indeed speak righteousness, O congregation? do ye judge uprightly, O ye sons of men?
2 Yea, in heart ye work wickedness; ye weigh the violence of your hands in the earth.
3 The wicked are estranged from the womb: they go astray as soon as they be born, speaking lies.
4 Their poison [is] like the poison of a serpent: [they are] like the deaf adder [that] stoppeth her ear;"
( Psalms 58:1-4 ).

Again,
There is no such thing as a person who has not sinned.
There in none righteous, no...not one.

sin is the "transgression of the law of God". how to babies for example, transgress the law of God, if they don't do any "right or wrong", as the verses in the OP show?
It doesn't say they don't do any right or wrong. That's absurd. It says they don't know right from wrong. Those are two very different things. Besides, I don't need your reasoning. God tells us ALL have sinned. Romans 3:23.

There is no such thing as a person who has not sinned.

on what basis did David's young son go to heaven? Repentance and faith? Trusting in the Lord?
