Those expenditures, 70% of federal government expenditures, were simply missing a TAS code. If that $4.7 trillion was waste, fraud, and abuse, then a whole lot of folks would not have received their Social Security checks, a lot of doctors and hospitals would have not been paid, a lot of military personnel would not have been paid, etc., etc., etc. There would have been a huge public outcry if that had happened.

Yes, in helping with efforts to stop HIV and tuberculosis and help vulnerable people.
