Why offer the Gospel of salvation from sins to ALL, when ALL people's sins were not included in the Atonement? If Jesus died only for the "elect", then the honest offer can only be to them. How can a sincere offer be made to those whom God know cannot be ever saved, because Jesus' Atonement did...
