Was Jeremiah chosen or elect in this verse?

“Before I formed you in the womb I knew you, and before you were born I consecrated you; I appointed you a prophet to the nations.”
So, at the point that God spoke to Jeremiah, he wasn't saved?He was chosen/elect to service not to salvation. So you can use either word.
