What Do These Passages Teach?

Hebrews 10:29. One must hear God's truth which is holy before anyone can believe to be saved, 1 Peter 1:2, ". . . into . . . and sprinkling of the blood of Jesus Christ: . . ."

How much worse punishment, do you think, will be deserved by the one who has trampled underfoot the Son of God, and has profaned the blood of the covenant by which he was sanctified, and has outraged the Spirit of grace?

This means spiritual rebirth!
 
One of the things Hebrews 10:29 teaches is a person can have been sanctified and not saved. Since those who are saved cannot loose salvation, this then shows sanctification comes before salvation, as per, 1 Peter 1:2, and 2 Thessalonians 2:13.

Isn't God infinitely big enough, great enough, powerful enough, brilliant enough to know from eternity past what we will choose to do and still allow our independent volition, free will, that He created, to operate independently? Does God knowing something in eternity past make it certain? Or, Is He able to know, yet allow an independent agent to make a decision without God predetermining or making that free agent's decision? What action completed the saving work of Christ on the cross, God knowing it would happen in eternity past or the actual work of Jesus after He said, "not My will but Thine"?

Well as the Eternal Son has limited some of His knowing that those who reject Him will have no such excuse for rejecting Him. Everyone's name by the blood of our Lord starts out in His book, 1 John 2:2, the promise of Revelation 3:5, 1 John 5:4-5.

You have a very unbiblical view of Jesus Christ

Rejecting salvation. No excuse.
Only God's people were under the law; that's the context of Hebrews 10. There is no covenant between God and unbelievers to be found in Scripture. Your view that Hebrews 10:29 speaks of the unsaved fails at the next verse: "The Lord shall judge His people." The unsaved are not God's people.

God's people can be severely judged without losing their salvation.

Jesus purchased the church with His blood (Acts 20:28). The Spirit is given as a pledge until that purchased possession is fully redeemed (Ephesians 1:14). All humankind is not sealed with the Spirit.

Born anew Christians will not fall away, out of the hand of God. Nothing can separate us. We did not put us into Christ, and we are powerless to put ourselves out of Christ.

Here the fallacy is to think "he was sanctified" refers to be placed in (within) Christ. But instead, all humankind was set apart (sanctified) under the New Covenant in His blood. When Christ laid down His life as a ransom for all, He both purchased (bought) all humankind with His blood, He also placed all humankind under the New Covenant in His blood. And of course, included are those placed into Christ, the church of the first born.

Romans 8:38-39
For I am convinced that neither death, nor life, nor angels, nor principalities, nor things present, nor things to come, nor powers, nor height, nor depth, nor any other created thing, will be able to separate us from the love of God, which is in Christ Jesus our Lord.

Christ laying down His life "a ransom for all" does not mean that all have accepted it. Look at the parable of the wedding feast in Matthew 22. The groom's father says “See, I have prepared my dinner, my oxen and my fat calves have been slaughtered, and everything is ready. Come to the wedding feast.”’ But those FOR whom all that was prepared paid no attention and didn't come and partake.

Here's a helpful introduction to basic logic. If A=B, and B=C, then A=C.

A. He purchased (bought) all humankind with His blood (acc. to Van).
B. The possession purchased with His blood is sealed with the Holy Spirit until the day of redemption (Acts 20:28, Ephesians 1:13-14, Ephesians 4:30).
C. All humankind (acc. to Van) is therefore sealed with the Holy Spirit.

So to answer your question about who says all humankind is sealed with the Holy Spirit, that would be you, my friend.

Sure He is...and according to Romans 1:18-32, Romans 3:10-18, Psalms 10, Psalms 14, Ecclesiastes 7:20, Romans 3:23, John 3:19-20 and many others,
He reveals exactly what we would do and did do...

Choose against Him and His ways.

Christ's actual work on the cross was not only foreordained, but His submission to the will of His Father was going to be carried out no matter what.
